1 A bill to be entitled
2 An act relating to pediatric cardiopulmonary
3 resuscitation; creating s. 383.147, F.S.; requiring
4 the Department of Health to develop and annually
5 update educational materials relating to pediatric
6 cardiopulmonary resuscitation; providing requirements
7 for such materials; requiring the department to post
8 the materials on its website in a specified format;
9 requiring hospitals, birth centers, and other state
10 licensed birthing facilities to provide the
11 educational materials to parents of newborns before
12 they are discharged; requiring such entities to post a
13 link to such materials on their websites, if any;
14 providing that attending health care providers at home
15 births are responsible for providing the educational
16 materials to the parents within a specified timeframe;
17 amending s. 383.2163, F.S.; revising the list of
18 telehealth services and education to be provided under
19 telehealth minority maternity care pilot programs to
20 include education on pediatric cardiopulmonary
21 resuscitation; amending ss. 383.311 and 383.318, F.S.;
22 requiring birth centers to educate their clients in
23 pediatric cardiopulmonary resuscitation before and
24 after each birth; amending s. 395.1053, F.S.;
25 requiring hospitals to provide the department
26 developed educational materials on pediatric
27 cardiopulmonary resuscitation as part of their
28 postpartum instruction on the care of newborns;
29 providing an effective date.

31 Be It Enacted by the Legislature of the State of Florida:
32
33 Section 1. Section 383.147, Florida Statutes, is created to
34 read:
35 383.147 Pediatric cardiopulmonary resuscitation education.—
36 (1) The Department of Health shall develop and annually
37 update educational materials relating to pediatric
38 cardiopulmonary resuscitation. The materials must reflect the
39 most current accepted medical standards and guidelines for
40 pediatric cardiopulmonary resuscitation and must include, at a
41 minimum, all of the following:
42 (a) An explanation of pediatric cardiopulmonary
43 resuscitation, noting the differences between cardiopulmonary
44 resuscitation for adults, infants, and children.
45 (b) Examples of situations and risk factors that may
46 increase the incidence of respiratory or cardiac emergencies in
47 infants and children.
48 (c) Information on the importance of families receiving
49 training in pediatric cardiopulmonary resuscitation.
50 (d) Links to certified training courses for pediatric
51 cardiopulmonary resuscitation and other resources available to
52 families for the promotion of infant and child safety.
53 (e) Any other information the department deems appropriate
54 for the promotion of infant and child safety.
55 (2) The Department of Health shall post the educational
56 materials on its website in an easily accessible format,
57 ensuring that any links contained therein are active.
58 (3) Each hospital, birth center, or other state-licensed
59 birthing facility that provides maternity and newborn care
60 services shall, before a newborn is discharged, provide the
61 parents of each newborn with the educational materials on
62 pediatric cardiopulmonary resuscitation developed by the
63 Department of Health under subsection (1). Each hospital, birth
64 center, and other state-licensed birthing facility shall also
65 make available on its website, if any, a link to the educational
66 materials on the Department of Health’s website.
67 (4) For home births, the attending health care provider is
68 responsible for providing the educational materials to parents
69 within 24 hours after a birth.
70 Section 2. Paragraph (b) of subsection (3) of section
71 383.2163, Florida Statutes, is amended to read:
72 383.2163 Telehealth minority maternity care pilot
73 programs.—By July 1, 2022, the department shall establish a
74 telehealth minority maternity care pilot program in Duval County
75 and Orange County which uses telehealth to expand the capacity
76 for positive maternal health outcomes in racial and ethnic
77 minority populations. The department shall direct and assist the
78 county health departments in Duval County and Orange County to
79 implement the programs.
80 (3) TELEHEALTH SERVICES AND EDUCATION.—The pilot programs
81 shall adopt the use of telehealth or coordinate with prenatal
82 home visiting programs to provide all of the following services
83 and education to eligible pregnant women up to the last day of
84 their postpartum periods, as applicable:
85 (b) Services and education addressing social determinants
86 of health, including, but not limited to, all of the following:
87 1. Housing placement options.
88 2. Transportation services or information on how to access
89 such services.
90 3. Nutrition counseling.
91 4. Access to healthy foods.
92 5. Lactation support.
93 6. Lead abatement and other efforts to improve air and
94 water quality.
95 7. Child care options.
96 8. Car seat installation and training.
97 9. Pediatric cardiopulmonary resuscitation, including
98 provision of the educational materials developed by the
99 department under s. 383.147(1).
100 10. Wellness and stress management programs.
101 11.10. Coordination across safety net and social support
102 services and programs.
103 Section 3. Paragraph (g) is added to subsection (2) of
104 section 383.311, Florida Statutes, to read:
105 383.311 Education and orientation for birth center clients
106 and their families.—
107 (2) The clients shall be prepared for childbirth and
108 childbearing by education in:
109 (g) Pediatric cardiopulmonary resuscitation, including
110 provision of the educational materials developed by the
111 Department of Health under s. 383.147(1).
112 Section 4. Paragraph (j) is added to subsection (3) of
113 section 383.318, Florida Statutes, to read:
114 383.318 Postpartum care for birth center clients and
115 infants.—
116 (3) The birth center shall provide a postpartum evaluation
117 and followup care that includes all of the following:
118 (j) Instruction on pediatric cardiopulmonary resuscitation,
119 including provision of the educational materials developed by
120 the Department of Health under s. 383.147(1).
121 Section 5. Section 395.1053, Florida Statutes, is amended
122 to read:
123 395.1053 Postpartum education.—A hospital that provides
124 birthing services shall incorporate information on safe sleep
125 practices and the possible causes of Sudden Unexpected Infant
126 Death into the hospital’s postpartum instruction on the care of
127 newborns and provide to each parent the informational pamphlet
128 on infant and childhood eye and vision disorders created by the
129 department under pursuant to s. 383.14(3)(i) and the educational
130 materials on pediatric cardiopulmonary resuscitation developed
131 by the department under s. 383.147(1).
132 Section 6. This act shall take effect July 1, 2022.
