The 9 study must: 10 1. At a minimum, include the fiscal impact on common 11 carriers, tourism agencies and entities, and agriculture in this 12 state and on its overall state economy; 13 2. Specify the percentage of the businesses’ profits or 14 revenues, if any, which are affected by subsections (2) and (3) 15 and explicitly identify where losses of up to 15 percent of 16 profits or revenues occur; and 17 3.
