       The Committee on Health Policy (Brodeur) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 856 - 876
    4  and insert:
    5         (4) The agency shall develop a process to enable a
    6  recipient with access to employer-sponsored health care coverage
    7  to opt out of all managed care plans and to use Medicaid
    8  financial assistance to pay for the recipient’s share of the
    9  cost in such employer-sponsored coverage. Contingent upon
   10  federal approval, The agency shall also enable recipients with
   11  access to other insurance or related products providing access
   12  to health care services created pursuant to state law, including
   13  any product available under the Florida Health Choices Program,
   14  or any health exchange, to opt out. The amount of financial
   15  assistance provided for each recipient may not exceed the amount
   16  of the Medicaid premium that would have been paid to a managed
   17  care plan for that recipient. The agency shall seek federal
   18  approval to require Medicaid recipients with access to employer
   19  sponsored health care coverage to enroll in that coverage and
   20  use Medicaid financial assistance to pay for the recipient’s
   21  share of the cost for such coverage. The amount of financial
   22  assistance provided for each recipient may not exceed the amount
   23  of the Medicaid premium that would have been paid to a managed
   24  care plan for that recipient.
