House Comm: RCS . 01/31/2022 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Environment and Natural Resources (Ausley) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 35 - 49 4 and insert: 5 may dispose of such lands by an affirmative vote of at least 6 three members. 7 (c) Surplus nonconservation lands in fiscally constrained 8 counties do not need to be initially offered for sale by 9 competitive bid pursuant to subsection (9) before acquisition by 10 the county or the private entity. For nonconservation lands 11 located within a fiscally constrained county as described in s. 12 218.67(1), the board of trustees may elect to: 13 1. Convey the nonconservation lands for less than appraised 14 value to the county, if the county will use the nonconservation 15 lands for a public purpose; or 16 2. Sell or lease the nonconservation lands for less than 17 appraised value to a private entity, if the private entity 18 prepares and submits an economic development plan to the board 19 of trustees identifying how its proposed use of the lands will 20 create new full-time employment opportunities or will otherwise 21 promote and enhance economic development in the county. 22 (d) Local government requests for the state to surplus 23 24 ================= T I T L E A M E N D M E N T ================ 25 And the title is amended as follows: 26 Delete lines 5 - 7 27 and insert: 28 Fund to dispose of surplus nonconservation lands under 29 certain circumstances; authorizing the board to convey 30 such lands to fiscally
