    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08058, F.S.; directing the Department of
    4         Highway Safety and Motor Vehicles to develop a Pap
    5         Corps Champions for Cancer Research license plate;
    6         providing for distribution and use of fees collected
    7         from the sale of the plate; providing an effective
    8         date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Subsection (119) is added to section 320.08058,
   13  Florida Statutes, to read:
   14         320.08058 Specialty license plates.—
   15         (119) PAP CORPS CHAMPIONS FOR CANCER RESEARCH LICENSE
   16  PLATES.—
   17         (a)The department shall develop a Pap Corps Champions for
   18  Cancer Research license plate as provided in this section and s.
   19  320.08053. The plate must bear the colors and design approved by
   20  the department. The word “Florida” must appear at the top of the
   21  plate, and the words “To Imagine and Help Create a World Without
   22  Cancer” must appear at the bottom of the plate.
   23         (b)The annual use fees must be distributed to the
   24  Papanicolaou Corps for Cancer Research, Inc., a Florida
   25  nonprofit corporation, as follows:
   26         1.Up to 18 percent of the annual use fees must be used
   27  for:
   28         a.Promotion and marketing costs of the license plate; and
   29         b.Reimbursing the corporation for administrative costs,
   30  startup costs, and costs incurred in the development and
   31  approval process of the license plate.
   32         2.The remaining funds must be distributed with the
   33  approval of and accountability to the board of directors of the
   34  Pap Corps and must be used to promote and support awareness of
   35  critical lifesaving cancer research by the Sylvester
   36  Comprehensive Cancer Center through education, outreach, and
   37  clinical research.
   38         Section 2. This act shall take effect October 1, 2022.
