The Committee on Appropriations (Bean) recommended the
following:
1 Senate Amendment

3 Delete lines 111 - 140
4 and insert:
5 2. At least 25 60 percent shall be distributed equally
6 among the sickle cell organizations that are Florida members of
7 the Sickle Cell Disease Association of America, Inc., for
8 programs that provide research, care, and treatment for sickle
9 cell disease.
10 3. At least 8 percent shall be used for programs and
11 services provided directly by the Dream Foundation, Inc., which
12 assist inmates released from the custody of a county jail in
13 this state or a Department of Corrections facility in
14 successfully reentering the community.
15 4. At least 15 percent shall be distributed as grants for
16 programs and services throughout this state which assist inmates
17 released from the custody of a county jail in this state or a
18 Department of Corrections facility in successfully reentering
19 the community.
20 5. At least 20 percent shall be distributed as scholarships
21 to graduating high school seniors in this state who have at
22 least one parent or legal guardian who is incarcerated, for the
23 purpose of attending a state university, a Florida College
24 System institution, a career center operated by a school
25 district under s. 1001.44, or a charter technical career center
26 under s. 1002.34. Scholarships shall be awarded through a
27 competitive application process. Fiscal oversight of the
28 scholarship program shall be performed by a certified public
29 accounting firm.
30 6. At least 22 30 percent shall be distributed to Chapman
31 Partnership, Inc., for programs that provide relief from
32 poverty, hunger, and homelessness.
33 7.4. Up to 5 percent may be distributed by the department
34 on behalf of the Dream Foundation, Inc., to The Martin Luther
35 King, Jr. Center for Nonviolent Social Change, Inc., as a
36 royalty for the use of the image of Dr. Martin Luther King, Jr.
