The Committee on Banking and Insurance (Brandes) recommended the
following:
1 Senate Amendment (with directory and title amendments)

4 insert:
5 (3)(a) Of moneys provided to the division in paragraph
6 (1)(a), 10 percent shall be allocated to the Florida
7 International University center dedicated to hurricane research.
8 The center shall develop a preliminary work plan approved by the
9 advisory council set forth in subsection (4) to eliminate the
10 state and local barriers to upgrading existing mobile homes and
11 communities, research and develop a program for the recycling of
12 existing older mobile homes, and support programs of research
13 and development relating to hurricane loss reduction devices and
14 techniques for site-built residences.
15 (b) Of moneys provided to the division in paragraph (1)(a),
16 $2 million shall be allocated to the University of South Florida
17 School of Risk Management and Insurance for research of the
18 property insurance market of this state. The school shall use
19 publicly available data to analyze trends regarding, and to
20 develop recommended policies and best practices for reducing,
21 property insurance rates, Citizens Property Insurance
22 Corporation policyholder counts, and property insurance
23 litigation frequency. The school shall also analyze to what
24 extent hurricane losses and rebuilding costs influence these
25 trends.

27 The State University System also shall consult with the division
28 and assist the division with the report required under
29 subsection (6).
30 (4) Except for the programs set forth in subsection (3),
31 the division shall develop the programs set forth in this
32 section in consultation with an advisory council consisting of a
33 representative designated by the Chief Financial Officer, a
34 representative designated by the Florida Home Builders
35 Association, a representative designated by the Florida
36 Insurance Council, a representative designated by the Federation
37 of Manufactured Home Owners, a representative designated by the
38 Florida Association of Counties, a representative designated by
39 the Florida Manufactured Housing Association, and a
40 representative designated by the Florida Building Commission.

43 And the directory clause is amended as follows:
44 Delete lines 11 - 12
45 and insert:
46 Section 1. Paragraph (b) of subsection (2), subsection (3),
47 and subsection (7) of section 215.559, Florida Statutes, are
48 amended, and subsection (4) of that section is reenacted, to
49 read:

55 Program; amending s. 215.559, F.S., and reenacting
56 subsection (4); deleting construction relating to
57 Citizens Property Insurance Corporation coverage
58 rates; requiring an allocation of moneys to the
59 University of South Florida for certain purposes;
60 delaying the future repeal
