House Comm: RCS . 02/15/2022 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Rules (Harrell) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 58 - 86 4 and insert: 5 are entitled to reimbursement for reasonable and necessary per 6 diem and travel expenses incurred in the performance of their 7 duties as provided in s. 112.061, Florida Statutes. 8 (4) The Department of Transportation shall provide staff, 9 assistance, and facilities as are deemed necessary for the task 10 force to perform its duties. Funding for the task force shall be 11 paid from the State Transportation Trust Fund. 12 (5) The task force shall meet at the time and location as 13 the chair determines. The task force shall hold public hearings 14 and receive public comment in locations throughout this state, 15 or by electronic means such as teleconference, provided that a 16 means for active participation is accommodated. 17 (6) The task force shall: 18 (a) Assess and describe the current state of development of 19 the advanced air mobility industry, specifically, the deployment 20 of eVTOL aircraft. As used in this section, the term “eVTOL 21 aircraft” means a type of aircraft that uses electric power to 22 hover, take off, and land vertically without a runway. 23 (b) Identify federal, state, and local laws, rules, 24 regulations, and other requirements that may impact the 25 development of the advanced air mobility industry in this state, 26 including the potential deployment of eVTOL aircraft and 27 infrastructure. 28 (c) Recommend any changes to state laws and regulations 29 necessary to facilitate the continued development of the 30 advanced air mobility industry and deployment of eVTOL aircraft 31 and infrastructure in this state. 32 (d) Evaluate the potential integration of advanced air 33 mobility into local government transportation plans. 34 (7) By October 1, 2023, the task force shall submit to the 35 Governor, the President of the Senate, and the Speaker of the 36 House of Representatives a report including the information, 37 findings, and recommendations required pursuant to subsection 38 (6) and any other relevant material deemed appropriate by the 39 task force. Upon submission of the report, the task force is 40 abolished. 41 42 ================= T I T L E A M E N D M E N T ================ 43 And the title is amended as follows: 44 Delete lines 9 - 14 45 and insert: 46 entitled to certain reimbursement; requiring the 47 department to provide staff, assistance, and 48 facilities; providing for funding for the task force 49 from the State Transportation Trust Fund; specifying 50 duties of the task force and requirements for its 51 meetings; defining the term “eVTOL aircraft”; 52 requiring the task force to submit a certain report to 53 the Governor and the Legislature by a specified date; 54 providing for abolishment of the task force; providing 55 an effective date.
