1 A bill to be entitled
2 An act relating to a strategic fuel reserve plan;
3 creating the Florida Strategic Fuel Reserve Task Force
4 adjunct to the Division of Emergency Management within
5 the Executive Office of the Governor to develop a
6 recommended strategic fuel reserve plan for a disaster
7 or an emergency; requiring the division to provide
8 administrative and support services to the task force;
9 specifying the membership of the task force; requiring
10 the task force to elect a chair and a vice chair;
11 requiring the task force to submit a report to the
12 Governor and the Legislature by a specified date;
13 providing for expiration; providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. (1) The Florida Strategic Fuel Reserve Task
18 Force, a task force as defined in s. 20.03(8), Florida Statutes,
19 is created adjunct to the Division of Emergency Management
20 within the Executive Office of the Governor to develop a
21 recommended strategic fuel reserve plan for the state to respond
22 to private and public fuel needs in the event of a disaster or
23 an emergency, as those terms are defined in s. 252.34(2) and
24 (4), Florida Statutes, respectively. The task force shall
25 operate in a manner consistent with s. 20.052, Florida Statutes.
26 (2) The division shall provide administrative and support
27 services relating to the functions of the task force.
28 (3) The task force is composed of the following members:
29 (a) Three persons appointed by the President of the Senate.
30 At least one of the appointees must have experience in consumer
31 advocacy.
32 (b) Three persons appointed by the Speaker of the House of
33 Representatives. At least one of the appointees must have
34 experience in consumer advocacy.
35 (c) Three persons appointed by the Governor. At least one
36 of the appointees must have experience in consumer advocacy.
37 (4) The task force shall elect a chair and a vice chair.
38 (5) The task force shall submit a report to the Governor,
39 the President of the Senate, and the Speaker of the House of
40 Representatives by April 30, 2023, which contains its
41 recommendations for a strategic fuel reserve plan.
42 (6) This section expires on June 30, 2023.
43 Section 2. This act shall take effect July 1, 2022.
