       Senator Rodrigues moved the following:
    1         Senate Amendment (with title amendment)
    3         Between lines 77 and 78
    4  insert:
    5         Section 2. Subsection (2) of section 106.113, Florida
    6  Statutes, is amended to read:
    7         106.113 Expenditures by local governments.—
    8         (2) A local government or a person acting on behalf of
    9  local government may not expend or authorize the expenditure of,
   10  and a person or group may not accept, public funds for a
   11  political advertisement or other electioneering communication
   12  concerning an issue, referendum, or amendment, including any
   13  state question, that is subject to a vote of the electors. This
   14  subsection applies does not apply to a an electioneering
   15  communication from a local government or a person acting on
   16  behalf of a local government, irrespective of whether the
   17  communication which is limited to factual information or
   18  advocates for the passage or defeat of an issue, referendum, or
   19  amendment.
