       The Committee on Banking and Insurance (Thompson) recommended
       the following:
       
       
    1         Senate Amendment 
    2  
    3         Delete line 447
    4  and insert:
    5  does not, on its own, give rise to a cause of action. However,
    6  an arbitration ruling rendered against the insurer constitutes
    7  an adverse adjudication for purposes of establishing a claim for
    8  extracontractual damages under this section.
