       Senator Jones moved the following:
       
    1         Senate Amendment to Amendment (441338) (with title
    2  amendment)

    4         Delete lines 3 - 45
    5  and insert:
    6         Delete lines 621 - 873
    7  and insert:
    8         Section 17. (1) The Florida Transportation Commission shall
    9  conduct a study on the complexities of implementing s. 348.0304,
   10  Florida Statutes. The study must include, but is not limited to,
   11  all of the following:
   12         (a) A complete financial analysis of the Miami-Dade County
   13  Expressway Authority which includes the fair market value of the
   14  expressway system as of November 30, 2024.
   15         (b) A legal analysis of the impacts of a change in the
   16  ownership or control of the roads in the Miami-Dade County
   17  Expressway Authority system on the existing outstanding bonds
   18  and trust indenture.
   19         (c) An evaluation of Monroe County road conditions; the
   20  future costs of any improvements needed to Monroe County roads,
   21  including the amount of toll revenues needed to cover such
   22  improvements; and the impact of adding a federally owned road
   23  into the expressway system.
   24         (d) A legal and financial analysis on the transfer
   25  agreement dated December 10, 1996, entered into by the
   26  department and the Miami-Dade County Expressway Authority.
   27         (e) An analysis of the projected impacts of any change in
   28  ownership or control of the roads in the expressway system on
   29  current construction projects and on the Department of
   30  Transportation’s 5-year work program.
   31         (2) The Florida Transportation Commission shall submit the
   32  study to the Governor, the President of the Senate, and the
   33  Speaker of the House of Representatives by December 31, 2024.
