House Comm: UNFAV . 04/13/2023 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (Berman) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 83 - 101 4 and insert: 5 institution that is provided or authorized by the State 6 Constitution and general law that all parental rights are 7 reserved to the parent of a minor child without obstruction or 8 interference from the state, any of its political subdivisions, 9 any other governmental entity, or any other institution, 10 including, but not limited to, the following rights of a parent 11 of a minor child: 12 (a) The right to direct the education and care of his or 13 her minor child. 14 (b) The right to direct the upbringing and moral or 15 religious training of his or her minor child. 16 (2) An employee or a contractor of a public K-12 17 educational institution shall address a student by the title and 18 pronouns of the student’s perceived sex unless the principal is 19 notified in writing by the student’s parent that different 20 titles or pronouns should be used to address the student. 21 22 ================= T I T L E A M E N D M E N T ================ 23 And the title is amended as follows: 24 Delete lines 4 - 13 25 and insert: 26 creating s. 1001.07, F.S.; providing that it is the 27 policy of certain public K-12 educational institutions 28 that parental rights are reserved to the parent of a 29 minor child, including specified rights; requiring 30 employees and contractors of such educational 31 institutions to address students by the titles and 32 pronouns of their perceived sex; providing an 33 exception;
