       The Committee on Health Policy (Davis) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 19 - 52
    4  and insert:
    5  Disease and Sickle Cell Trait Prevention, Care, and Treatment
    6  Act.”
    7         Section 2. Subsections (1) and (3) of section 381.815,
    8  Florida Statutes, are amended to read:
    9         381.815 Sickle cell Sickle-cell program; voluntary
   10  registry.—The Department of Health shall, to the extent that
   11  resources are available:
   12         (1) Provide education to the citizens of Florida about
   13  sickle cell sickle-cell disease.
   14         (3)(a)1.Establish a grant program for the prevention,
   15  care, and treatment of sickle cell disease and sickle cell trait
   16  or sickle cell trait carriers and for community-based
   17  educational programs concerning the disease.
   18         2.The community-based educational programs shall include
   19  an outreach program that provides for the dissemination of
   20  information relating to the prevention, care, and treatment of
   21  sickle cell disease and sickle cell trait or sickle cell trait
   22  carriers.
   23         (b)Develop application criteria and standards of
   24  eligibility for applicants for funds under the grant program.
   25         1.Groups or organizations that meet the eligibility
   26  standards developed by the department may apply for funds under
   27  the program.
   28         2.a.Priority for grants shall be given to established
   29  sickle cell disease and sickle cell trait or sickle cell trait
   30  carrier community-based applicants throughout this state.
   31         b.Further priority shall be given to ensuring the
   32  establishment of sickle cell disease and sickle cell trait or
   33  sickle cell trait carrier centers in underserved areas with a
   34  higher population of sickle cell disease and sickle cell trait
   35  or sickle cell trait carrier patients.
   36         (c)Require that all program grant funds be used for the
   37  purpose of prevention, care, and treatment of sickle cell
   38  disease or sickle cell trait or sickle cell trait carriers or
   39  for educational programs concerning the disease.
   40         (d)Conduct a study to determine the prevalence, impact,
   41  and needs of patients diagnosed with sickle cell disease or
   42  sickle cell trait or sickle cell trait carriers in this state.
   43         (e)Adopt rules necessary to implement this subsection Make
