ENROLLED 2023 Legislature CS for CS for SB 1480 20231480er 1 2 An act relating to grants for nonprofit organization 3 safety; creating s. 252.3712, F.S.; requiring the 4 Division of Emergency Management to establish a 5 specified grant program; providing eligibility 6 requirements; requiring the grants to be used for 7 certain purposes; providing for eligibility; providing 8 limitations on the amount of grant awards; authorizing 9 the division to use a certain amount of funding for 10 administration of the program; requiring the division 11 to adopt rules; providing for future repeal; providing 12 an effective date. 13 14 Be It Enacted by the Legislature of the State of Florida: 15 16 Section 1. Section 252.3712, Florida Statutes, is created 17 to read: 18 252.3712 Nonprofit Security Grant Program.— 19 (1) The division shall establish a Nonprofit Security Grant 20 Program that shall consist of funds appropriated by the 21 Legislature to nonprofit organizations, including houses of 22 worship and community centers, that are at high risk for violent 23 attacks or hate crimes. The grants may be used to increase 24 security and safety, including, but not limited to: 25 (a) The purchase and installation of security 26 infrastructure, perimeter lighting, door hardening, security 27 camera systems, perimeter fencing, barriers and bollards, and 28 blast-resistant film and shatter-resistant glass for windows. 29 (b) Hiring security personnel. 30 (c) Training for security personnel and staff on threat 31 awareness, emergency procedures, and first aid. 32 (2) The division shall award grants to applicants who were 33 deemed eligible for but did not receive funding from the United 34 States Department of Homeland Security’s Nonprofit Security 35 Grant Program within the federal fiscal year. 36 (3) The minimum amount of any grant award is $10,000, and 37 the maximum grant award amount is $150,000. The total amount of 38 funds available for the program is limited to the amount 39 appropriated by the Legislature. 40 (4) The division may use up to 3 percent of the total 41 amount appropriated to administer the grant program. 42 (5) The division shall adopt rules to administer this 43 section, including rules providing criteria for all of the 44 following: 45 (a) Awarding of grant funds to an owner of a facility for 46 hardening security measures. 47 (b) Awarding of grant funds to an owner or a renter of a 48 facility for nonhardening security measures. 49 (c) Establishing the need for grant funds to be awarded to 50 an owner or a renter of a facility that has been operational for 51 a period of at least 6 months or that has received a sufficient 52 number of threats. 53 (6) This section is repealed January 1, 2028, unless 54 reviewed and saved from repeal through reenactment by the 55 Legislature. 56 Section 2. This act shall take effect July 1, 2023.
