1 A bill to be entitled
2 An act relating to drones; amending s. 934.50, F.S.;
3 requiring governmental agencies that use drones not
4 produced by approved manufacturers to submit by a
5 specified date to the Department of Management
6 Services a comprehensive plan for discontinuing the
7 use of such drones by a specified date; deleting an
8 obsolete provision; requiring all governmental
9 agencies that do not timely submit the required
10 comprehensive plan to discontinue usage of such drones
11 by a specified date; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Paragraphs (d) and (e) of subsection (7) of
16 section 934.50, Florida Statutes, are amended to read:
17 934.50 Searches and seizure using a drone.—
18 (7) SECURITY STANDARDS FOR GOVERNMENTAL AGENCY DRONE USE.—
19 (d) By August 1, 2023 July 1, 2022, a governmental agency
20 that uses a any drone not produced by an approved manufacturer
21 shall submit to the department a comprehensive plan for
22 discontinuing the use of such a drone by July 1, 2026. The
23 department shall adopt rules identifying the requirements of the
24 comprehensive plan required under this paragraph.
25 (e) By January 1, 2023, All governmental agencies that do
26 not timely submit the comprehensive plan required by paragraph
27 (d) shall must discontinue the use of drones not produced by an
28 approved manufacturer. The department shall establish by rule,
29 consistent with any federal guidance on drone security, minimum
30 security requirements for governmental agency drone use to
31 protect the confidentiality, integrity, and availability of data
32 collected, transmitted, or stored by a drone. The department may
33 consult federal agencies in establishing the minimum security
34 requirements required under this paragraph.
35 Section 2. This act shall take effect upon becoming a law.
