Florida Senate - 2023 SB 1530 By Senator Davis 5-01603-23 20231530__ 1 A bill to be entitled 2 An act relating to review of compensation for members 3 of the Legislature; requiring the Office of Program 4 Policy Analysis and Government Accountability to 5 conduct research, analyze data, and prepare a report 6 containing certain information; requiring the office 7 to submit the report to the Governor and the 8 Legislature by a certain date; providing requirements 9 for the report; providing an effective date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. (1) The Office of Program Policy Analysis and 14 Government Accountability (OPPAGA) shall conduct research, 15 analyze data, and prepare and submit to the Governor, the 16 President of the Senate, and the Speaker of the House of 17 Representatives by December 1, 2023, a report containing its 18 findings and recommendations on whether the Legislature should 19 be considered full time, part time, or a hybrid thereof, and 20 whether salary increases for the members of the Legislature are 21 appropriate. 22 (2) At a minimum, the report must include: 23 (a) An analysis comparing the salaries of the members of 24 the Legislature to the salaries of the members of other state 25 legislatures, with the results compiled in all of the following 26 forms: 27 1. A table ranking each legislative body from highest 28 salary to lowest salary. 29 2. A table ranking each legislative body from highest 30 salary to lowest salary based on the population size of the 31 state. 32 3. A table ranking each full-time legislative body from 33 highest salary to lowest salary. 34 4. A table ranking each part-time legislative body from 35 highest salary to lowest salary. 36 5. A table ranking each hybrid legislative body from 37 highest salary to lowest salary. 38 (b) A table that lists every state legislature and 39 identifies whether the legislature is considered full time, part 40 time, or a hybrid thereof; shows the salaries of the members of 41 every state legislature; and shows the number of days each state 42 legislature meets to conduct official business. 43 (c) A table that lists every state legislature and the 44 population of each state and provides the number of days each 45 legislature meets to conduct official business. 46 (d) An analysis comparing the amount of per diem, travel 47 expenses, and other allowances or reimbursements members of the 48 Legislature receive to the amount of per diem, travel expenses, 49 and other allowances or reimbursements members of other state 50 legislatures receive. 51 (e) An analysis comparing the salaries of the members of 52 the Legislature, the annual budget of the Legislature, and the 53 number of days the Legislature meets to conduct official 54 business to: 55 1. The salaries of the county commissioners in the state, 56 the annual budget of each county commission, and the number of 57 days that each county commission meets to conduct official 58 business. 59 2. The salaries of the city commissioners in the state, the 60 annual budget of each city commission, and the number of days 61 that each city commission meets to conduct official business. 62 3. The salaries of the school board members in the state, 63 the annual budget of each school board, and the number of days 64 that each school board meets to conduct official business. 65 (3) At a minimum, the recommendations in the report must 66 consider: 67 (a) The appropriateness of increasing the salaries of the 68 members of the Legislature. If OPPAGA concludes that the 69 Legislature should increase the salaries of its members, OPPAGA 70 must provide recommendations on when and how the Legislature 71 should implement such changes. 72 (b) Whether the Legislature should become a full-time or 73 hybrid legislature, or remain a part-time legislature. If OPPAGA 74 concludes that the Legislature should become a full-time or 75 hybrid legislature, OPPAGA must provide recommendations on when 76 and how the Legislature should make implement changes. 77 Section 2. This act shall take effect July 1, 2023.
