    4  insert:
    5         Section 39. For the 2023-2024 fiscal year, the sum of $1
    6  million in nonrecurring funds is appropriated from the General
    7  Revenue Fund to the Department of Education to be used for the
    8  procurement of bleeding control kits for placement in public
    9  schools across the state.
