Section 267.0722, Florida Statutes, is created 6 to read: 7 267.0722 Florida Museum of Black History.— 8 (1) There is created within the division the Florida Museum 9 of Black History Task Force for the purpose of providing 10 recommendations to the division for the planning, construction, 11 operation, and administration of a Florida Museum of Black 12 History. The museum shall be a multipurpose facility capable of 13 generating self-sustaining revenues, with archival research and 14 storage facilities, meeting rooms, full-service banquet 15 facilities that include a kitchen capable of serving at least 16 250 people at a single event, and a performing arts theater that 17 shall be made available for private events. 18 (2) The task force shall be composed of nine members. Three 19 members shall be appointed by the Governor, three members shall 20 be appointed by the President of the Senate, and three members 21 shall be appointed by the Speaker of the House of 22 Representatives. At least three of the appointed members must 23 have 5 or more years of experience in one of the following 24 areas: history, as tenured faculty at a Florida public or 25 private university; historical research and publication; 26 archival design or preservation; multipurpose public building 27 design or construction; the hospitality and service industry; 28 business; finance; marketing; law; or education. All 29 appointments shall be made no later than July 31, 2023. 30 (3) Members of the task force shall serve without 31 compensation or honorarium but shall be entitled to receive 32 reimbursement for per diem and travel expenses as provided in s. 33 112.061. 34 (4) The division shall provide the task force with staff 35 and expend funds as necessary to assist the task force in the 36 performance of its duties. 37 (5) The task force shall develop the following: 38 (a) Plans for the location, design, and construction of the 39 museum and all necessary facilities. 40 (b) Recommendations for the operation and administration of 41 the museum upon completion of construction. 42 (c) A marketing plan that may be executed by the Florida 43 Tourism Industry Marketing Corporation to promote the museum. 44 (d) A transition plan under which the museum will become 45 financially self-sufficient. 46 (e) Recommendations for archival and artifact acquisition, 47 preservation, and research; exhibits; installations; and 48 educational materials that complement and support required 49 instruction provided in public schools in accordance with s. 50 1003.42(2)(h). The recommendations must include materials 51 relating to: 52 1. The role of African-American participation in defending 53 and preserving Florida and the United States, including, by way 54 of example and without limitation, the contributions of the 55 residents of Fort Mose, the Tuskegee Airmen, and all African 56 American veterans. 57 2. The history of slavery in this state. 58 3. The history of segregation in this state. 59 4. Notable African Americans in this state. 60 5. Dr. Mary McLeod Bethune, including the founding of 61 Bethune Cookman University. 62 6. The history of historically black colleges and 63 universities in this state. 64 7. The inherent worth and dignity of human life, with a 65 focus on the prevention of genocide. 66 (6) Before July 1, 2024, the task force shall submit a 67 report detailing its plans and recommendations to the Governor, 68 the President of the Senate, the Speaker of the House of 69 Representatives, the Minority Leader of the Senate, and the 70 Minority Leader of the House of Representatives. Upon submission 71 of the report, the task force shall expire. 72 (7) After receiving the report of the task force, the 73 Legislature may consider legislation pertaining to the 74 commissioning, construction, operation, and administration of 75 the museum. 76 Section 2. This act shall take effect July 1, 2023. 77 78 ================= T I T L E A M E N D M E N T ================ 79 And the title is amended as follows: 80 Delete everything before the enacting clause 81 and insert: 82 A bill to be entitled 83 An act relating to the Florida Museum of Black 84 History; creating s. 267.0722, F.S.; creating the 85 Florida Museum of Black History Task Force within the 86 Division of Historical Resources of the Department of 87 State; providing for the appointment of task force 88 members by the Governor and the Legislature; providing 89 requirements for members of the task force; 90 prohibiting compensation for members of the task 91 force; providing that task force members are entitled 92 to receive reimbursement for per diem and travel 93 expenses; requiring the division to provide staff and 94 expend funds as necessary to assist the task force; 95 requiring the task force to develop certain plans and 96 recommendations; requiring the task force to submit a 97 report to the Governor and the Legislature before a 98 certain date; providing for the expiration of the task 99 force; authorizing the Legislature to consider the 100 commissioning, construction, operation, and 101 administration of a Florida Museum of Black History; 102 providing an effective date.
