Florida Senate - 2023 SB 1714 By Senator Jones 34-01135-23 20231714__ 1 A bill to be entitled 2 An act relating to instructions on emergency first aid 3 for choking; amending s. 1003.02, F.S.; requiring a 4 poster containing specified information relating to 5 choking to be placed in public school cafeterias; 6 providing requirements for the placement of such 7 posters; providing an effective date. 8 9 Be It Enacted by the Legislature of the State of Florida: 10 11 Section 1. Paragraph (k) is added to subsection (1) of 12 section 1003.02, Florida Statutes, to read: 13 1003.02 District school board operation and control of 14 public K-12 education within the school district.—As provided in 15 part II of chapter 1001, district school boards are 16 constitutionally and statutorily charged with the operation and 17 control of public K-12 education within their school districts. 18 The district school boards must establish, organize, and operate 19 their public K-12 schools and educational programs, employees, 20 and facilities. Their responsibilities include staff 21 development, public K-12 school student education including 22 education for exceptional students and students in juvenile 23 justice programs, special programs, adult education programs, 24 and career education programs. Additionally, district school 25 boards must: 26 (1) Provide for the proper accounting for all students of 27 school age, for the attendance and control of students at 28 school, and for proper attention to health, safety, and other 29 matters relating to the welfare of students in the following 30 areas: 31 (k) Instructions on emergency first aid for choking. 32 Require a poster that contains step-by-step instructions on how 33 to provide emergency first aid for choking on conscious 34 individuals to be posted in each public school cafeteria within 35 the school district. The poster must be easily visible and 36 prominently placed. 37 Section 2. This act shall take effect July 1, 2023.
