    7  as defined in 6 U.S.C. s. 279(g)(2) or to a person who is a
    8  naturalized United States citizen; has lawful permanent resident
    9  status; has a pending application under the Cuban Adjustment Act
   10  or under any other pending adjustment of status application; is
   11  on parole by the United States Citizenship and Immigration
   12  Services or by the United States Customs and Border Protection;
   13  has a federal T visa, a federal U visa, or protection under the
   14  federal Violence Against Women Act; or has a pending or approved
   15  certification under the federal T visa, federal U Visa, or
