    1                        A bill to be entitled                      
    2         An act relating to guidance services on academic and
    3         career planning; amending s. 1003.02, F.S.; requiring
    4         district school boards to inform students and parents
    5         of certain acceleration, academic, and career planning
    6         options; requiring certain information to be included
    7         in such notification; amending s. 1003.4156, F.S.;
    8         requiring that certain information be included in a
    9         personalized academic and career plan; providing an
   10         effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Paragraph (i) of subsection (1) of section
   15  1003.02, Florida Statutes, is amended to read:
   16         1003.02 District school board operation and control of
   17  public K-12 education within the school district.—As provided in
   18  part II of chapter 1001, district school boards are
   19  constitutionally and statutorily charged with the operation and
   20  control of public K-12 education within their school districts.
   21  The district school boards must establish, organize, and operate
   22  their public K-12 schools and educational programs, employees,
   23  and facilities. Their responsibilities include staff
   24  development, public K-12 school student education including
   25  education for exceptional students and students in juvenile
   26  justice programs, special programs, adult education programs,
   27  and career education programs. Additionally, district school
   28  boards must:
   29         (1) Provide for the proper accounting for all students of
   30  school age, for the attendance and control of students at
   31  school, and for proper attention to health, safety, and other
   32  matters relating to the welfare of students in the following
   33  areas:
   34         (i) Parental Notification of acceleration, academic, and
   35  career planning options.—At the beginning of each school year,
   36  notify parents of students in or entering high school and the
   37  students’ parents, in a language that is understandable to
   38  students and parents, of the opportunity and benefits of
   39  advanced placement, International Baccalaureate, Advanced
   40  International Certificate of Education, dual enrollment, career
   41  and professional academies, career-themed courses, the career
   42  and technical education pathway to earn a standard high school
   43  diploma under s. 1003.4282(10), work-based learning
   44  opportunities, including internships and apprenticeship and
   45  preapprenticeship programs, foundational and soft-skill
   46  credentialing programs under s. 445.06, and Florida Virtual
   47  School courses; and options for early graduation under s.
   48  1003.4281; and the contact information of a certified school
   49  counselor who can advise students on these options.
   50         Section 2. Paragraph (e) of subsection (1) of section
   51  1003.4156, Florida Statutes, is amended to read:
   52         1003.4156 General requirements for middle grades
   53  promotion.—
   54         (1) In order for a student to be promoted to high school
   55  from a school that includes middle grades 6, 7, and 8, the
   56  student must successfully complete the following courses:
   57         (e) One course in career and education planning to be
   58  completed in grades 6, 7, or 8, which may be taught by any
   59  member of the instructional staff. The course must be Internet
   60  based, customizable to each student, and include research-based
   61  assessments to assist students in determining educational and
   62  career options and goals. In addition, the course must result in
   63  a completed personalized academic and career plan for the
   64  student that may be revised as the student progresses through
   65  middle school and high school; must emphasize the importance of
   66  entrepreneurship and employability skills; and must include
   67  information from the Department of Economic Opportunity’s
   68  economic security report under s. 445.07 and other state career
   69  planning resources. The required personalized academic and
   70  career plan must inform students of high school graduation
   71  requirements, including a detailed explanation of the
   72  requirements for earning a high school diploma designation under
   73  s. 1003.4285 and the career and technical education pathway to
   74  earn a standard high school diploma under s. 1003.4282(10); the
   75  requirements for each scholarship in the Florida Bright Futures
   76  Scholarship Program; state university and Florida College System
   77  institution admission requirements; available opportunities to
   78  earn college credit in high school, including Advanced Placement
   79  courses; the International Baccalaureate Program; the Advanced
   80  International Certificate of Education Program; dual enrollment,
   81  including career dual enrollment; work-based learning
   82  opportunities, including internships and preapprenticeship and
   83  apprenticeship programs; and career education courses, including
   84  career-themed courses, preapprenticeship and apprenticeship
   85  programs, and course sequences that lead to industry
   86  certification pursuant to s. 1003.492 or s. 1008.44. The course
   87  may be implemented as a stand-alone course or integrated into
   88  another course or courses.
   89         Section 3. This act shall take effect July 1, 2023.
