House Comm: RCS . 03/15/2023 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Appropriations Committee on Education (Collins) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete everything after the enacting clause 4 and insert: 5 Section 1. Present subsection (2) of section 1013.13, 6 Florida Statutes, is redesignated as subsection (3), and a new 7 subsection (2) is added to that section, to read: 8 1013.13 Coordination of school safety information; 9 construction design documents.— 10 (2) In order to facilitate efficient emergency response, 11 there shall be created the School Mapping Data Grant Program 12 within the Department of Education. Each school district, in 13 consultation with the sheriff’s office having jurisdiction, may 14 apply to receive funds from the program to provide school 15 mapping data for every public school building in the district. 16 The school district shall use the funds to satisfy all or some 17 of the requirements of this section, which may include procuring 18 a vendor to do so. The entity producing the data is responsible 19 for providing the data to the applicable county and district 20 school boards and to the appropriate local, state, and federal 21 public safety agencies for use in response to emergencies. 22 (a) School mapping data must be provided in an electronic 23 or a digital format to assist first responders in responding to 24 emergencies at schools. 25 (b) The school mapping data provided must: 26 1. Be compatible with software platforms used by local, 27 state, and federal public safety agencies that provide emergency 28 services to the specific school for which the data is provided 29 without requiring such agencies to purchase additional software 30 or requiring a fee to view or access the data; 31 2. Be compatible with security software platforms in use by 32 the specific school for which the data is provided without 33 requiring the local law enforcement agencies or school districts 34 to purchase additional software or requiring a fee to view or 35 access the data; 36 3. Be in a printable format and, if requested in addition 37 to paragraph (a), be in a digital file format that can be 38 integrated into interactive mobile platforms in use; 39 4. Be verified for accuracy by a walk-through of school 40 buildings and grounds; 41 5. Be oriented true north; 42 6. Be overlaid on current aerial imagery; 43 7. Contain site-specific labeling that matches the 44 structure of school buildings, including room labels, hallway 45 names, and external door or stairwell numbers and locations of 46 hazards, critical utility locations, key boxes, automated 47 external defibrillators, and trauma kits; 48 8. Contain site-specific labeling that matches the school 49 grounds, including parking areas, athletic fields, surrounding 50 roads, and neighboring properties; and 51 9. Be overlaid with gridded x/y coordinates. 52 Section 2. This act shall take effect July 1, 2023. 53 ================= T I T L E A M E N D M E N T ================ 54 And the title is amended as follows: 55 Delete everything before the enacting clause 56 and insert: 57 A bill to be entitled 58 An act relating to emergency response mapping data; 59 amending s. 1013.13, F.S.; creating the School Mapping 60 Data Grant Program within the Department of Education; 61 authorizing each school district to apply for funds to 62 provide mapping data for public school buildings; 63 authorizing a school district to use the funds to 64 procure a vendor; requiring the entity that produces 65 the data to provide the data to certain entities; 66 specifying requirements for the data; providing an 67 effective date.
