Florida Senate - 2023 CS for SB 212 By the Appropriations Committee on Education; and Senators Collins, Avila, Burgess, Calatayud, Harrell, and Book 602-02564-23 2023212c1 1 A bill to be entitled 2 An act relating to emergency response mapping data; 3 amending s. 1013.13, F.S.; creating the School Mapping 4 Data Grant Program within the Department of Education; 5 authorizing each school district to apply for funds to 6 provide mapping data for public school buildings; 7 authorizing a school district to use the funds to 8 procure a vendor; requiring the entity that produces 9 the data to provide the data to certain entities; 10 specifying requirements for the data; providing an 11 effective date. 12 13 Be It Enacted by the Legislature of the State of Florida: 14 15 Section 1. Present subsection (2) of section 1013.13, 16 Florida Statutes, is redesignated as subsection (3), and a new 17 subsection (2) is added to that section, to read: 18 1013.13 Coordination of school safety information; 19 construction design documents.— 20 (2) In order to facilitate efficient emergency response, 21 the School Mapping Data Grant Program is created within the 22 Department of Education. Each school district, in consultation 23 with the sheriff’s office having jurisdiction, may apply to 24 receive funds from the program to provide school mapping data 25 for every public school building in the district. The school 26 district shall use the funds to satisfy all or some of the 27 requirements of this section, which may include procuring a 28 vendor to do so. The entity producing the data is responsible 29 for providing the data to the applicable county and district 30 school boards and to the appropriate local, state, and federal 31 public safety agencies for use in response to emergencies. 32 (a) School mapping data must be provided in an electronic 33 or a digital format to assist first responders in responding to 34 emergencies at schools. 35 (b) The school mapping data provided must: 36 1. Be compatible with software platforms used by local, 37 state, and federal public safety agencies that provide emergency 38 services to the specific school for which the data is provided 39 without requiring such agencies to purchase additional software 40 or requiring a fee to view or access the data; 41 2. Be compatible with security software platforms in use by 42 the specific school for which the data is provided without 43 requiring the local law enforcement agencies or school districts 44 to purchase additional software or requiring a fee to view or 45 access the data; 46 3. Be in a printable format and, if requested in addition 47 to paragraph (a), be in a digital file format that can be 48 integrated into interactive mobile platforms in use; 49 4. Be verified for accuracy by a walk-through of school 50 buildings and grounds; 51 5. Be oriented true north; 52 6. Be overlaid on current aerial imagery; 53 7. Contain site-specific labeling that matches the 54 structure of school buildings, including room labels, hallway 55 names, and external door or stairwell numbers and locations of 56 hazards, critical utility locations, key boxes, automated 57 external defibrillators, and trauma kits; 58 8. Contain site-specific labeling that matches the school 59 grounds, including parking areas, athletic fields, surrounding 60 roads, and neighboring properties; and 61 9. Be overlaid with gridded x/y coordinates. 62 Section 2. This act shall take effect July 1, 2023.
