    1                        A bill to be entitled                      
    2         An act relating to collective bargaining; providing
    3         for the resolution of certain collective bargaining
    4         issues at impasse between the State of Florida and the
    5         certified representatives of the bargaining units of
    6         state employees; providing for all other mandatory
    7         collective bargaining issues at impasse which are not
    8         addressed by the act or the General Appropriations Act
    9         to be resolved consistent with personnel rules and by
   10         otherwise maintaining the status quo; providing an
   11         effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Collective bargaining issues at impasse for the
   16  2023-2024 fiscal year between the State of Florida and the
   17  certified representatives of the bargaining units for state
   18  employees are resolved as follows:
   19         (1) Collective bargaining issues at impasse between the
   20  State of Florida and the Florida State Fire Association - Fire
   21  Service Bargaining Unit, regarding Article 29 “Health and
   22  Welfare” are resolved by adopting the state’s proposal dated
   23  January 11, 2023, for Section 3(D)(2), regarding “Initial
   24  Fitness Testing.” The remainder of the article shall be resolved
   25  by maintaining the status quo under the current collective
   26  bargaining agreement.
   27         (2) All other mandatory collective bargaining issues at
   28  impasse for the 2023-2024 fiscal year which are not addressed by
   29  this act or the General Appropriations Act for the 2023-2024
   30  fiscal year shall be resolved in accordance with the personnel
   31  rules in effect on May 1, 2023, and by otherwise maintaining the
   32  status quo under the language of the applicable current
   33  collective bargaining agreement.
   34         Section 2. This act shall take effect July 1, 2023.
