       The Appropriations Committee on Education (Grall) recommended
       the following:
       
    1         Senate Amendment to Amendment (459430) (with directory and
    2  title amendments)
    3  
    4         Between lines 134 and 135
    5  insert:
    6         (3) PREEMINENT STATE RESEARCH UNIVERSITY DESIGNATION.—
    7         (a) The Board of Governors shall designate each state
    8  university that annually meets at least 12 11 of the 13 12
    9  academic and research excellence standards identified in
   10  subsection (2) as a “preeminent state research university.”
   11         (b) The Board of Governors shall designate each state
   12  university that annually meets at least 7 6 of the 13 12
   13  academic and research excellence standards identified in
   14  subsection (2) as an “emerging preeminent state research
   15  university.”

   18  And the directory clause is amended as follows:
   19         Delete lines 125 - 126
   20  and insert:
   21         Section 2. Paragraph (m) is added to subsection (2) of
   22  section 1001.7065, Florida Statutes, and subsection (3) of that
   23  section is amended, to read:
