Section 1004.0982, Florida Statutes, is created 6 to read: 7 1004.0982 Higher education retention and recruitment data 8 collection.— 9 (1) It is the intent of the Legislature to assess the 10 impact of state laws and regulations on the retention and 11 recruitment of faculty, staff, and students within the public 12 higher education system. This section aims to improve 13 understanding of the factors contributing to the departure of 14 these individuals from the system or their exclusion from 15 applicant pools. 16 (2) For the purposes of this section, the term: 17 (a) “Public institution of higher education” means any 18 state university or Florida College System institution. 19 (b) “Recruitment” refers to the process of attracting and 20 selecting faculty, staff, and students to join a public 21 institution of higher education. 22 (c) “Retention” refers to the continued employment or 23 enrollment, as applicable, of faculty, staff, and students 24 within a public institution of higher education. 25 (3)(a) Beginning in the academic year following the 26 effective date of this act, each public institution of higher 27 education shall annually collect and analyze data related to the 28 impact of state laws and regulations on the retention and 29 recruitment of faculty, staff, and students. 30 (b) The data collected and analyzed pursuant to this 31 section must include, but need not be limited to: 32 1. The number of faculty, staff, and students who have left 33 the public institution of higher education, specifying the 34 extent to which state laws and regulations were a factor in 35 their decision to leave. 36 2. The number of potential faculty, staff, and students who 37 did not apply or withdrew their applications to the public 38 institution of higher education, specifying the extent to which 39 state laws and regulations were a factor in their decision not 40 to apply or withdraw their applications. 41 (c) Public institutions of higher education shall ensure 42 that the data collected and analyzed pursuant to this section is 43 anonymized and aggregated to protect the privacy of the 44 individuals involved. 45 (4)(a) Beginning in 2024, by January 31 of each year, each 46 Florida College System institution shall submit a report to the 47 Department of Education, and each state university shall submit 48 a report to the Board of Governors, containing the data and 49 analysis required by subsection (3). 50 (b) The Department of Education and the Board of Governors 51 shall annually compile and analyze the submitted reports and 52 provide a comprehensive report to the Legislature by April 30 of 53 each year. 54 ================= T I T L E A M E N D M E N T ================ 55 And the title is amended as follows: 56 Delete line 39 57 and insert: 58 respectively; creating s. 1004.0982, F.S.; providing 59 legislative intent; defining terms; requiring each 60 public institution of higher education to collect and 61 analyze certain data; requiring each Florida College 62 System institution and state university to submit an 63 annual report to specified entities by a specified 64 date; requiring specified entities to provide an 65 annual report to the Legislature by a specified date; 66 creating s. 1004.3841, F.S.; creating
