       The Committee on Transportation (Bradley) recommended the
       following:
       
    1         Senate Amendment
    2  
    3         Delete line 23
    4  and insert:
    5  corporation under s. 501(c)(3) of the Internal Revenue Code,
    6  which may use up to 10 percent of such fees for administrative
    7  costs and marketing of the plate. The balance of the fees shall
    8  be used by United Service Organizations for the organization’s
    9  operations, activities, programs, or projects.
