House Comm: RCS . 04/13/2023 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (Martin) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Between lines 163 and 164 4 insert: 5 Section 3. (1) For the 2023-2024 fiscal year, the sum of 6 $750,000 in nonrecurring funds is appropriated from the 7 Insurance Regulatory Trust Fund to the Office of Insurance 8 Regulation for a wind-loss mitigation study. The office shall 9 either conduct the study in consultation with the Department of 10 Business and Professional Regulation and the Florida Building 11 Commission or competitively procure the study. 12 (2) The study must: 13 (a) Evaluate windstorm loss relativities for construction 14 features, including, but not limited to, wind uplift prevention 15 and those which enhance roof strength, roof covering 16 performance, roof-to-wall strength, wall-to-floor-to-foundation 17 strength, opening protections, and window, door, and skylight 18 strength; 19 (b) Include single-family and multifamily homes, mobile 20 homes, and manufactured housing; and 21 (c) Include, but need not be limited to, an analysis of 22 developed hurricane loss data for hurricanes since June 1, 2018. 23 (3) By July 1, 2024, the findings of the study must be 24 reported to the Governor, the President of the Senate, the 25 Speaker of the House of Representatives, the Chief Financial 26 Officer, and the Commissioner of Insurance Regulation. 27 (4) The office may use a portion of the funds appropriated 28 to contract separately with building code experts in order to 29 effectuate this act and develop rules to be adopted by the 30 Financial Services Commission. 31 32 ================= T I T L E A M E N D M E N T ================ 33 And the title is amended as follows: 34 Between lines 12 and 13 35 insert: 36 providing an appropriation; requiring the Office of 37 Insurance Regulation to conduct a wind-loss mitigation 38 study in consultation with the Department of Business 39 and Professional Regulation and the Florida Building 40 Commission or competitively procure the study; 41 specifying requirements for the study; requiring that 42 study findings be reported to certain entities by a 43 specified date; authorizing the office to use a 44 portion of appropriated funds to contract separately 45 with building code experts for certain purposes;
