Florida Senate - 2023 SB 650 By Senator Collins 14-00863-23 2023650__ 1 A bill to be entitled 2 An act relating to school districts; amending s. 3 1002.20, F.S.; requiring school districts to ensure 4 information on their website relating to reproductive 5 health and disease education is accurate and up-to 6 date within a specified timeframe; requiring school 7 districts to send a notification to parents that such 8 information is available within a specified timeframe; 9 providing an effective date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. Paragraph (d) of subsection (3) of section 14 1002.20, Florida Statutes, is amended to read: 15 1002.20 K-12 student and parent rights.—Parents of public 16 school students must receive accurate and timely information 17 regarding their child’s academic progress and must be informed 18 of ways they can help their child to succeed in school. K-12 19 students and their parents are afforded numerous statutory 20 rights including, but not limited to, the following: 21 (3) HEALTH ISSUES.— 22 (d) Reproductive health and disease education.—A public 23 school student whose parent makes written request to the school 24 principal shall be exempted from the teaching of reproductive 25 health or any disease, including HIV/AIDS, in accordance with s. 26 1003.42(5). 27 1. Each school district shall, on the district’s website 28 homepage, notify parents of this right and the process to 29 request an exemption. The homepage must include a link for a 30 student’s parent to access and review the instructional 31 materials, as defined in s. 1006.29(2), used to teach the 32 curriculum. 33 2. Each school district shall, at least 30 days before 34 instruction on reproductive health and any disease, including 35 HIV/AIDS, is given, ensure that the district website is accurate 36 and up-to-date regarding the information specified in 37 subparagraph 1., and shall send a notification to parents by 38 physical or electronic means that such information is available. 39 Section 2. This act shall take effect July 1, 2023.
