    1                        A bill to be entitled                      
    2         An act relating to the authorization of restrictions
    3         concerning dogs; amending s. 767.14, F.S.; authorizing
    4         public housing authorities to adopt certain policies
    5         relating to dogs; restricting the types of ordinances
    6         and policies that may be adopted; removing an
    7         exemption for local breed-specific ordinances adopted
    8         before a specified date; providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Section 767.14, Florida Statutes, is amended to
   13  read:
   14         767.14 Additional local restrictions authorized.—This act
   15  does not limit any local government or public housing authority
   16  from adopting an ordinance or a policy, respectively, to address
   17  the safety and welfare concerns caused by attacks on persons or
   18  domestic animals, placing further restrictions or additional
   19  requirements on owners of dogs that have bitten or attacked
   20  persons or domestic animals, or developing procedures and
   21  criteria for the implementation of this act, provided that no
   22  such regulation is specific to breed, weight, or size and that
   23  the provisions of this act are not lessened by such additional
   24  regulations or requirements. This section does not apply to any
   25  local ordinance adopted prior to October 1, 1990.
   26         Section 2. This act shall take effect October 1, 2023.
