       The Committee on Governmental Oversight and Accountability
       (Martin) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 23 - 43
    4  and insert:
    5         (1)For purposes of this section, the term:
    6         (a)Governmental entity” means a governmental agency, a
    7  local government, or another unit of local government and
    8  includes public schools, public colleges, and public
    9  universities.
   10         (b)“Veteran” means a person who is an active or former
   11  member of the United States Armed Forces or Coast Guard,
   12  including reserve components.
   13         (2)(a)A governmental entity may not erect or display a
   14  flag that represents a political viewpoint, including, but not
   15  limited to, a politically partisan, racial, sexual orientation
   16  and gender, or political ideology viewpoint. The governmental
   17  entity must remain neutral when representing political
   18  viewpoints in displaying or erecting a flag.
   19         (b)This subsection does not limit the ability of:
   20         1.A private individual to express private speech or
   21  viewpoints or exercise rights protected by the First Amendment
   22  to the United States Constitution.
   23         2.A governmental entity to display or erect a flag
   24  required or authorized by general law.
   25         (3)A governmental entity that displays the United States
   26  flag must display the United States flag in a prominent position
   27  that is superior to any other flag that is also displayed.
   28         (4)A veteran may, at any time, use reasonable force to

   31  And the title is amended as follows:
   32         Delete lines 4 - 11
   33  and insert:
   34         defining terms; prohibiting certain governmental
   35         entities from erecting or displaying certain flags;
   36         requiring governmental entities to remain neutral in
   37         certain circumstances; providing applicability;
   38         requiring certain governmental entities to display the
   39         United States flag in a certain position; authorizing
   40         veterans
