       The Appropriations Committee on Education (Collins) recommended
       the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 33 - 79
    4  and insert:
    5         (v)1. Beginning in the 2026-2027 school year, the history
    6  of communism. Such instruction must be age appropriate and
    7  developmentally appropriate and include:
    8         a. The history of communism in the United States and
    9  domestic communist movements, including their histories and
   10  tactics.
   11         b. Atrocities committed in foreign countries under the
   12  guidance of communism.
   13         c. Comparative discussion of political ideologies, such as
   14  communism and totalitarianism, which conflict with the
   15  principles of freedom and democracy essential to the founding
   16  principles of the United States.
   17         d. The increasing threat of communism in the United States
   18  and to our allies through the 20th century, including the events
   19  of the Cultural Revolution in the People’s Republic of China and
   20  other mass killings from communist regimes.
   21         e. The economic, industrial, and political events that have
   22  preceded and anticipated communist revolutions.
   23         f. The communist policies of Cuba and the spread of
   24  communist ideologies throughout Latin America, including the
   25  roots of the Communist Party of Cuba and guerilla forces
   26  throughout Latin America.
   27         2. The department shall prepare and offer standards for the
   28  instruction required by this paragraph and may seek input from
   29  any individual who was a victim of communism or any state or
   30  nationally recognized organization dedicated to the victims of
   31  communism.
   32         Section 2. The Department of State, in collaboration with
   33  the Department of Education, shall consult with state and
   34  national stakeholders to provide a recommendation to the
   35  Legislature, no later than December 1, 2024, on the creation of
   36  a museum of the history of communism. This section expires July
   37  1, 2025.

   41         Delete lines 2 - 19
   42  and insert:
   43         An act relating to the history of communism; amending
   44         s. 1003.42, F.S.; requiring instruction in public
   45         schools on the history of communism; providing
   46         requirements for the instruction; authorizing the
   47         department to prepare and offer standards for the
   48         instruction and to seek input from certain educational
   49         organizations; requiring the Department of State, in
   50         collaboration with the Department of Education, to
   51         consult with stakeholders to provide a recommendation
   52         to the Legislature by a specified date for the
   53         creation of a museum of the history of communism;
   54         providing for future expiration; providing an
   55         effective date.
