       The Committee on Finance and Tax (Ingoglia) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 13
    4  and insert:
    5         (c) Except as provided in subparagraph (a)2., the previous
    6  millage rate may only be increased if
    7  
    8  ================= T I T L E  A M E N D M E N T ================
    9  And the title is amended as follows:
   10         Delete lines 3 - 4
   11  and insert:
   12         F.S.; prohibiting certain increases in the millage
   13         rate from going into effect until it has been approved
   14         by a
