Paragraph (f) of subsection (1) of section 6 458.311, Florida Statutes, as amended by SB 7016, 2024 Regular 7 Session, is amended to read: 8 458.311 Licensure by examination; requirements; fees.— 9 (1) Any person desiring to be licensed as a physician, who 10 does not hold a valid license in any state, shall apply to the 11 department on forms furnished by the department. The department 12 shall license each applicant who the board certifies: 13 (f) Meets one of the following medical education and 14 postgraduate training requirements: 15 1.a. Is a graduate of an allopathic medical school or 16 allopathic college recognized and approved by an accrediting 17 agency recognized by the United States Office of Education or is 18 a graduate of an allopathic medical school or allopathic college 19 within a territorial jurisdiction of the United States 20 recognized by the accrediting agency of the governmental body of 21 that jurisdiction; 22 b. If the language of instruction of the medical school is 23 other than English, has demonstrated competency in English 24 through presentation of a satisfactory grade on the Test of 25 Spoken English of the Educational Testing Service or a similar 26 test approved by rule of the board; and 27 c. Has completed an approved residency of at least 1 year. 28 2.a. Is a graduate of an allopathic foreign medical school 29 registered with the World Health Organization and certified 30 pursuant to s. 458.314 as having met the standards required to 31 accredit medical schools in the United States or reasonably 32 comparable standards; 33 b. If the language of instruction of the foreign medical 34 school is other than English, has demonstrated competency in 35 English through presentation of the Educational Commission for 36 Foreign Medical Graduates English proficiency certificate or by 37 a satisfactory grade on the Test of Spoken English of the 38 Educational Testing Service or a similar test approved by rule 39 of the board; and 40 c. Has completed an approved residency of at least 1 year. 41 3.a. Is a graduate of an allopathic foreign medical school 42 which has not been certified pursuant to s. 458.314 and has not 43 been excluded from consideration under s. 458.314(8); 44 b. Has had his or her medical credentials evaluated by the 45 Educational Commission for Foreign Medical Graduates, holds an 46 active, valid certificate issued by that commission, and has 47 passed the examination utilized by that commission; and 48 c. Has completed an approved residency of at least 1 year; 49 however, after October 1, 1992, the applicant shall have 50 completed an approved residency or fellowship of at least 2 51 years in one specialty area. However, to be acceptable, the 52 fellowship experience and training must be counted toward 53 regular or subspecialty certification by a board recognized and 54 certified by the American Board of Medical Specialties. 55 4.a. Is a graduate of an allopathic foreign medical school 56 which has not been certified pursuant to s. 458.314, has not 57 been excluded from consideration under s. 458.314(8), and is 58 listed in the Educational Commission for Foreign Medical 59 Graduates’ World Directory of Medical Schools; 60 b. Has completed at least 1 year of postgraduate internship 61 or residency training as required for licensure by any 62 jurisdiction of the United States and is licensed by such 63 jurisdiction; 64 c. Has obtained a passing score on the licensure 65 examination of the United States Medical Licensing Examination 66 (USMLE) or has had his or her medical credentials evaluated by 67 the Educational Commission for Foreign Medical Graduates, holds 68 an active, valid certificate issued by that commission, and has 69 passed the examination used by that commission, as established 70 by rule of the board; and 71 d. Holds an active certificate issued pursuant to s. 72 458.315 and has practiced medicine in this state pursuant to 73 such certificate for at least 6 consecutive years immediately 74 preceding the date of the submission of a licensure application. 75 76 A physician licensed under subparagraph 4. is authorized to 77 practice primary care medicine only and may not hold himself or 78 herself out or allow himself or herself to be held out as a 79 specialist in any medical specialty, as established by rule of 80 the board. 81 82 ================= T I T L E A M E N D M E N T ================ 83 And the title is amended as follows: 84 Delete line 86 85 and insert: 86 screening; amending s. 458.311, F.S.; revising 87 requirements for physician licensure by examination; 88 amending s. 1004.435, F.S.; revising the
