       Senator Berman moved the following:
       
    1         Senate Amendment 
    2  
    3         Between lines 551 and 552
    4  insert:
    5         (m)Consider the growing impact of consumers choosing to
    6  transition to clean renewable energy resources on the industries
    7  regulated under this chapter, and act to preserve the positive
    8  impact the workforce of a transition-impacted industry has on
    9  the economy of this state and local communities.
   10         1.Such actions must include identifying and supporting
   11  transition activities that are not addressed by existing
   12  resources and making recommendations for new programs as
   13  necessary, including, but not limited to:
   14         a.Programs to support transition workers with supplemental
   15  income, health care benefits, and retirement benefits and
   16  programs that provide transition workers with access to
   17  education and training opportunities; and
   18         b.Programs to support transition communities.
   19         2.As used in this paragraph, the term:
   20         a.“Transition activities” means activities to avoid the
   21  suffering of economic harm. The term includes, but is not
   22  limited to, the following activities:
   23         (I)Educating transition workers regarding various programs
   24  available to them;
   25         (II)Replacing lost income, bridging gaps in income, and
   26  providing benefits for transition workers;
   27         (III)Services for transition workers, such as education,
   28  training, career counseling, skills-matching, maintaining
   29  employment with current employers or reemployment services, and
   30  financial planning assistance;
   31         (IV)Replacing lost tax base revenue for transition
   32  communities; and
   33         (V)Promoting the hiring of transition workers and the
   34  creation of jobs in transition communities which provide
   35  comparable or higher wages and benefits to jobs in transition
   36  impacted industries.
   37         b.“Transition communities” means municipalities, counties,
   38  or regions that demonstrate they will be impacted between July
   39  1, 2024, and January 1, 2035, by the loss of 50 or more jobs in
   40  a transition-impacted industry.
   41         c.“Transition-impacted industry” means an industry
   42  impacted by transition to clean renewable energy resources,
   43  including industries with all of the following workers:
   44         (I)Fossil fuel energy workers who have employment tied to
   45  the generation, transportation, and refinement of fossil fuel;
   46         (II)Internal combustion engine vehicle workers and workers
   47  in the supply chain or repair services for internal combustion
   48  engine vehicles;
   49         (III)Workers in the building and construction trades; and
   50         (IV)Any other affected workers.
   51         d.“Transition worker” means a worker in this state who has
   52  been laid off from employment in a transition-impacted industry
   53  since January 1, 2023, or who is or will be laid off from
   54  employment in a transition-impacted industry on or after July 1,
   55  2024, and before January 1, 2035.
