       Senator Hutson moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 279 - 383
    4  and insert:
    5         Section 6. For the 2024-2025 fiscal year, the sum of $2
    6  million in recurring funds is appropriated from the General
    7  Revenue Fund to the University of Florida to update continually
    8  both the Florida Wildlife Corridor plan and the Florida
    9  Ecological Greenways Network plan.
   10         Section 7. From the funds distributed to the Department of
   11  Environmental Protection pursuant to s. 380.095(2)(d), Florida
   12  Statutes, and for the 2024-2025 fiscal year, the sum of $5
   13  million in nonrecurring funds is appropriated from the Water
   14  Protection and Sustainability Program Trust Fund within the
   15  Department of Environmental Protection to the department to
   16  coordinate with the Water School at Florida Gulf Coast
   17  University to conduct a study to identify and analyze potential
   18  regional projects that meet the eligibility criteria set forth
   19  in s. 403.0673, Florida Statutes. At a minimum, the study must
   20  include the collection and consolidation of data regarding water
   21  quality to identify potential regional projects, including
   22  stormwater, hydrologic improvements, and innovative
   23  technologies, which reduce nutrient loading to water bodies
   24  identified in s. 403.0673(1), Florida Statutes. The department
   25  shall submit a report to the Executive Office of the Governor,
   26  the President of the Senate, and the Speaker of the House of
   27  Representatives by January 3, 2025.
   28         Section 8. From the funds distributed to the Indian Gaming
   29  Revenue Clearing Trust Fund within the Department of Financial
   30  Services pursuant to s. 380.095(2)(a), Florida Statutes, and for
   31  the 2024-2025 fiscal year, the sum of $100 million in
   32  nonrecurring funds is appropriated from trust funds to
   33  Administered Funds for land acquisition pursuant to s.
   34  380.095(2)(a), Florida Statutes.
   35         Section 9. From the funds distributed to the Department of
   36  Environmental Protection pursuant to s. 380.095(2)(b)1., Florida
   37  Statutes, and for the 2024-2025 fiscal year, the sum of $4
   38  million in nonrecurring funds is appropriated from the Internal
   39  Improvement Trust Fund within the Department of Environmental
   40  Protection for the purpose of implementing the Local Trail
   41  Management Grant Program created pursuant to s. 260.0145,
   42  Florida Statutes.
   43         Section 10. From the funds distributed to the Department of
   44  Environmental Protection pursuant to s. 380.095(2)(b)1., Florida
   45  Statutes, and for the 2024-2025 fiscal year, the sum of $32
   46  million in nonrecurring funds is appropriated from the State
   47  Park Trust Fund within the Department of Environmental
   48  Protection for land management activities as specified in s.
   49  380.095(2)(b)1.a., Florida Statutes.
   50         Section 11. From the funds distributed to the Department of
   51  Agriculture and Consumer Services pursuant to s.
   52  380.095(2)(b)2., Florida Statutes, and for the 2024-2025 fiscal
   53  year, the sum of $32 million in nonrecurring funds is
   54  appropriated from the Incidental Trust Fund within the
   55  Department of Agriculture and Consumer Services for land
   56  management activities as specified in s. 380.095(2)(b)2.,
   57  Florida Statutes.
   58         Section 12. From the funds distributed to the Fish and
   59  Wildlife Conservation Commission pursuant to s. 380.095(2)(b)3.,
   60  Florida Statutes, and for the 2024-2025 fiscal year, the sum of
   61  $32 million in nonrecurring funds is appropriated from the State
   62  Game Trust Fund within the Fish and Wildlife Conservation
   63  Commission for control of invasive species and upland land
   64  management activities pursuant to s. 380.095(2)(b)3., Florida
   65  Statutes, or s. 259.1055, Florida Statutes.
   66         Section 13. From the funds distributed to the Department of
   67  Environmental Protection pursuant to s. 380.095(2)(c), Florida
   68  Statutes, and for the 2024-2025 fiscal year, the sum of $100
   69  million in nonrecurring funds is appropriated from the Resilient
   70  Florida Trust Fund within the Department of Environmental
   71  Protection for the Statewide Flooding and Sea Level Rise
   72  Resilience Plan pursuant to s. 380.093, Florida Statutes.
   73         Section 14. From the funds distributed to the Department of
   74  Environmental Protection pursuant to s. 380.095(2)(d), Florida
   75  Statutes, and for the 2024-2025 fiscal year, the sum of $79
   76  million in nonrecurring funds is appropriated from the Water
   77  Protection and Sustainability Program Trust Fund within the
   78  Department of Environmental Protection for the Water Quality
   79  Improvement Grant Program pursuant to s. 403.0673, Florida
   80  Statutes.
   81         Section 15. For the 2024-2025 fiscal year, the sum of $150
   82  million in nonrecurring funds from the General Revenue Fund is
   83  appropriated in the Aid to Local Governments – Grants and Aids -
   84  South Florida Water Management District - Operations
   85  appropriation category to the South Florida Water Management
   86  District for operations and maintenance responsibilities under
   87  the purview of the district. The funds must be placed in
   88  reserve. From the funds, the district shall enter into a
   89  contract with the Water School at Florida Gulf Coast University
   90  to conduct a study of the health and ecosystem of Lake
   91  Okeechobee. The study must take into account the health of
   92  plants, fish, and wildlife to be used for future planning of
   93  invasive plant control, replanting of native vegetation, and
   94  fish and game management. A report must be submitted by January
   95  1, 2025, to the Executive Office of the Governor, the President
   96  of the Senate, and the Speaker of the House of Representatives.
   97  The Department of Environmental Protection is authorized to
   98  submit budget amendments to request release of funds pursuant to
   99  chapter 216, Florida Statutes. Release is contingent upon the
  100  submission of a spend plan and negotiated draft contract between
  101  the South Florida Water Management District and the Florida Gulf
  102  Coast University Water School.
  103         Section 16. This act shall take effect upon becoming a law
  104  if SB 7080 or similar legislation is adopted in the same
  105  legislative session or an extension thereof and becomes a law.

  110  and insert:
  111         for the study; requiring that a report be submitted to
  112         the Executive Office of the Governor and the
  113         Legislature by a specified date; authorizing the
  114         Department of Environmental Protection to submit
  115         budget amendments for the release of specified funds;
  116         providing a contingent effective date.
