       The Committee on Environment and Natural Resources (Rodriguez)
       recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 74 - 85
    4  and insert:
    5         (3) The maximum voluntary freeboard for all new
    6  construction and substantial improvements to existing
    7  construction, whether residential, commercial, industrial, or
    8  nonresidential, is 10 feet, including within a coastal high
    9  hazard area.
   10         (4) For all new construction or substantial improvements to
   11  an existing commercial, industrial, nonresidential, or
   12  residential structure, including a manufactured home, voluntary
   13  freeboard may
