    1                          Senate Resolution                        
    2         A resolution honoring the memory of Senator Betty S.
    3         Holzendorf, her devoted service to the Legislature,
    4         and her life of dedication to the people of the State
    5         of Florida.
    6  
    7         WHEREAS, Betty S. Holzendorf of Jacksonville, a former
    8  public school teacher and administrator, was elected to the
    9  House of Representatives and served House District 16 from 1988
   10  to 1992, and
   11         WHEREAS, from 1992 until 2002, Senator Holzendorf
   12  represented Senate District 2, which encompassed parts of
   13  Alachua, Clay, Duval, Putnam, and St. Johns Counties, and she
   14  served as the Democratic Leader Pro Tempore from 1996 to 2000,
   15  and
   16         WHEREAS, Senator Holzendorf’s committee assignments in the
   17  Senate included Banking and Insurance, Budget, Commerce and
   18  Economic Opportunities, Regulated Industries, Rules and
   19  Calendar, and the Select Committee on Workforce Innovation, and
   20         WHEREAS, Senator Holzendorf was chair of the Appropriations
   21  Subcommittee on Education and vice chair of Juvenile Justice
   22  Reform, and she served as chair of the Florida Conference of
   23  Black State Legislators from 1994 to 1995, and
   24         WHEREAS, Senator Holzendorf introduced and worked
   25  tirelessly for passage of legislation on insurance, employee
   26  access to health care, school readiness programs for children,
   27  deceptive trade practices in business, and the state’s Hurricane
   28  Catastrophe Fund, as well as the legislation establishing the
   29  colleges of law at Florida Agricultural and Mechanical
   30  University and Florida International University and creating the
   31  Florida Black Business Investment Board, and
   32         WHEREAS, among her many honors were the Florida School
   33  Boards Association Legislator of the Year in 1998, the
   34  Department of Elder Affairs’ Outstanding Leadership Award in
   35  1998, and the James Weldon Johnson Living Legend Award in 1996,
   36  and
   37         WHEREAS, Betty S. Holzendorf was born April 5, 1939, and
   38  grew up in Jacksonville, earning her bachelor’s degree at Edward
   39  Waters College, a Master of Arts degree at Clark Atlanta
   40  University, and her master’s in educational administration at
   41  the University of North Florida, and
   42         WHEREAS, Betty S. Holzendorf became an affirmative action
   43  officer for the City of Jacksonville, and she also served as
   44  Mayor Jake Godbold’s City Council liaison before her election to
   45  the House of Representatives in 1988, and
   46         WHEREAS, Senator Holzendorf, who was married to former
   47  Jacksonville City Council member King Holzendorf, died February
   48  29, 2024, at the age of 84, and is survived by her husband,
   49  their four children, and four grandchildren, and
   50         WHEREAS, Senator Betty S. Holzendorf will always be
   51  remembered for her passionate work to improve the quality of
   52  life for her fellow Floridians, being an ally they could depend
   53  on, and serving with honor, integrity, and commitment during all
   54  her years in the Legislature, NOW, THEREFORE,
   55  
   56  Be It Resolved by the Senate of the State of Florida:
   57  
   58         That the Senate honors the memory of Senator Betty S.
   59  Holzendorf, her devoted service to the Legislature, and her life
   60  of dedication to the people of the State of Florida.
   61         BE IT FURTHER RESOLVED that a copy of this resolution, with
   62  the Seal of the Senate affixed, be presented to her husband,
   63  King Holzendorf, and children Kim V. Lockley, King L.
   64  Holzendorf, III, Kevin J. Holzendorf, and Kessler L. Holzendorf,
   65  as a tangible token of the sentiments of the Florida Senate.
