Florida Senate - 2024 SB 276 By Senator Avila 39-00291A-24 2024276__ 1 A bill to be entitled 2 An act relating to review of advisory bodies; amending 3 s. 20.052, F.S.; requiring certain executive agencies 4 to annually upload a report to a specified website 5 maintained by the Executive Office of the Governor by 6 a specified date; providing requirements for such 7 report; providing that specified provisions are 8 subject to repeal, unless reviewed and saved from 9 repeal by the Legislature within a specified 10 timeframe; providing an effective date. 11 12 Be It Enacted by the Legislature of the State of Florida: 13 14 Section 1. Subsections (7) and (8) are added to section 15 20.052, Florida Statutes, to read: 16 20.052 Advisory bodies, commissions, boards; 17 establishment.—Each advisory body, commission, board of 18 trustees, or any other collegial body created by specific 19 statutory enactment as an adjunct to an executive agency must be 20 established, evaluated, or maintained in accordance with the 21 following provisions: 22 (7) To comply with subsection (3), each executive agency 23 that has an adjunct advisory body must annually upload a report 24 by August 15 to the website maintained by the Executive Office 25 of the Governor pursuant to s. 215.985(5). The report must 26 include all of the following information: 27 (a) The statutory authority pursuant to which each advisory 28 body is created. 29 (b) A brief description of the purpose or objective of each 30 advisory body. 31 (c) A list indicating the membership of each advisory body, 32 the appointing authority for each member position, whether the 33 member positions are filled or vacant, the term of each member 34 position, and, if vacant, when the vacancy occurred. 35 (d) A list of the meeting dates and times of each advisory 36 body for the preceding 3 fiscal years. 37 (e) A brief summary of the work plan for each advisory body 38 for the current fiscal year and the next 2 fiscal years. 39 (f) The amount of appropriated funds and staff time used in 40 each fiscal year to support each advisory body. 41 (g) A recommendation by the agency, with supporting 42 rationale, to continue, terminate, or modify each advisory body. 43 (8) A law creating, or authorizing the creation of, an 44 advisory body must provide for the repeal of the advisory body 45 on October 2 of the 3rd year after enactment unless the law is 46 reviewed and saved from repeal through reenactment by the 47 Legislature. 48 Section 2. This act shall take effect July 1, 2024.
