The Committee on Environment and Natural Resources (Garcia)
recommended the following:
1 Senate Amendment (with directory and title amendments)

3 Between lines 36 and 37
4 insert:
5 (g) Create permitting incentives and approve of and
6 encourage the use of new strategies for living shorelines and
7 nature-based features, such as mangroves for coastal protection.
8 (h) Encourage partnerships with local governmental entities
9 to create projects for coastal protection through the Resilient
10 Florida Grant Program pursuant to s. 380.093(3)(b)1.c.
11 (8) The department, in consultation with the Division of
12 Insurance Agent and Agency Services, shall conduct a statewide
13 feasibility study to determine the value of mangroves and other
14 nature-based solutions for coastal flood risk reduction within
15 coastal communities to reduce insurance premiums and improve
16 local governments' community ratings in the National Flood
17 Insurance Program Community Rating System. The department shall
18 submit a report to the Governor, the President of the Senate,
19 and the Speaker of the House of Representatives by July 1, 2025.
