House Comm: RS . 02/16/2024 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (DiCeglie) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete everything after the enacting clause 4 and insert: 5 Section 1. Subsection (3) is added to section 366.075, 6 Florida Statutes, to read: 7 366.075 Experimental and transitional rates.— 8 (3) The commission may establish an experimental mechanism 9 to facilitate energy infrastructure investment consistent with 10 the structure set forth in s. 366.96(7) and (8), the intent of 11 s. 366.91(1), and the definition of s. 366.91(2)(f). Such gas 12 infrastructure investment may include only investments that 13 collect, prepare, clean, process, transport, or inject gas as 14 defined in s. 366.91(2)(f) for pipeline distribution. The 15 commission shall have discretion to determine whether such 16 mechanism is conducted in an annual proceeding. The commission 17 shall adopt rules to implement and administer this subsection 18 and shall propose such rules for adoption as soon as practicable 19 but no later than January 1, 2025. 20 Section 2. This act shall take effect July 1, 2024. 21 22 ================= T I T L E A M E N D M E N T ================ 23 And the title is amended as follows: 24 Delete everything before the enacting clause 25 and insert: 26 A bill to be entitled 27 An act relating to energy infrastructure investment; 28 amending s. 366.075, F.S.; authorizing the Public 29 Service Commission to establish an experimental 30 mechanism that meets certain requirements to 31 facilitate certain energy infrastructure investment; 32 providing requirements for gas infrastructure 33 investments; authorizing the commission to make 34 certain determinations regarding the experimental 35 mechanism; requiring the commission to adopt rules and 36 propose such rules by a specified date; providing an 37 effective date.
