Section 1003.482, Florida Statutes, is created 7 to read: 8 1003.482 mSCALES Pilot Program.— 9 (1)(a) The Music-based Supplemental Content to Accelerate 10 Learner Engagement and Success (mSCALES) Pilot Program is 11 created within the Department of Education. The purpose of the 12 pilot program is to assist districts in adopting music-based 13 supplemental materials that support STEM courses for middle 14 school students. 15 (b) The music-based supplemental materials must be used by 16 teachers who are certified to teach mathematics pursuant to s. 17 1012.55(1)(c). The supplemental materials must be used at a 18 minimum twice per week to supplement mathematics instruction. 19 (c) Classes that use the supplemental materials are subject 20 to the class size requirements of s. 1003.03. 21 (d) The school districts in Alachua, Marion, and Miami-Dade 22 Counties are eligible to participate in the pilot program. 23 District school superintendents may contact the Department of 24 Education, in a format prescribed by the department, for their 25 district to participate in the pilot program. Subject to 26 legislative appropriation, the department may approve a school 27 district to participate in the pilot program if sufficient 28 funding is available. 29 (e) Participating school districts shall receive $6 per 30 student. Eligible middle schools must be in the same attendance 31 zone as an elementary school that participated in the Early 32 Childhood Music Education Incentive Program. 33 (f) To maintain eligibility for the pilot program, a 34 participating school district must annually certify to the 35 department, in a format prescribed by the department, that each 36 participating middle school within the district meets the 37 requirements of paragraphs (b) and (c). 38 (2)(a) The College of Education at the University of 39 Florida shall continuously evaluate the program’s effectiveness. 40 The College of Education must annually share the findings of its 41 evaluations with the department and the Legislature. 42 (b) The College of Education at the University of Florida 43 shall prepare a comprehensive final report of the program’s 44 overall effectiveness. The report must be presented, no later 45 than October 1, 2026, to the department, the Legislature, and 46 the Florida Center for Partnerships in Arts-Integrated Teaching. 47 (3) This section expires June 30, 2026. 48 Section 2. This act shall take effect July 1, 2024. 49 50 ================= T I T L E A M E N D M E N T ================ 51 And the title is amended as follows: 52 Delete everything before the enacting clause 53 and insert: 54 A bill to be entitled 55 An act relating to student achievement; creating s. 56 1003.482, F.S.; creating the Music-based Supplemental 57 Content to Accelerate Learner Engagement and Success 58 (mSCALES) Pilot Program within the Department of 59 Education; providing the purpose of the pilot program; 60 providing requirements for the pilot program; 61 providing eligibility; authorizing district school 62 superintendents to contact the department for their 63 district to participate in the pilot program; 64 providing funding requirements, subject to legislative 65 appropriation; requiring participating school 66 districts to maintain eligibility; requiring the 67 College of Education at the University of Florida to 68 evaluate the pilot program’s effectiveness and 69 annually share its findings with the department and 70 the Legislature; requiring the college to submit a 71 final report to specified entities by a specified 72 date; providing for expiration of the pilot program; 73 providing an effective date.
