    1                        A bill to be entitled                      
    2         An act relating to transparency for autism-related
    3         services; amending s. 393.063, F.S.; providing a
    4         definition for the term “manifests” or “onset”;
    5         amending s. 393.065, F.S.; requiring the Agency for
    6         Persons with Disabilities or its designee to provide
    7         specified information when notifying an applicant of
    8         his or her eligibility determination; providing an
    9         effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Present subsections (26) through (46) of section
   14  393.063, Florida Statutes, are redesignated as subsections (27)
   15  through (47), respectively, and a new subsection (26) is added
   16  to that section, to read:
   17         393.063 Definitions.—For the purposes of this chapter, the
   18  term:
   19         (26)“Manifests” or “onset” means the display or disclosure
   20  of characteristic signs or symptoms of an illness.
   21         Section 2. Subsection (3) of section 393.065, Florida
   22  Statutes, is amended to read:
   23         393.065 Application and eligibility determination.—
   24         (3) The agency or its designee shall notify each applicant,
   25  in writing, of its individualized eligibility determination,
   26  including any specific criteria the applicant has not met from
   27  the agency’s eligibility criteria described in rule 65G-4.0215,
   28  Florida Administrative Code. Any applicant or client determined
   29  by the agency to be ineligible for services has the right to
   30  appeal this determination pursuant to ss. 120.569 and 120.57.
   31         Section 3. This act shall take effect July 1, 2024.
