House Comm: RCS . 02/23/2024 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (Grall) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 120 - 125 4 and insert: 5 (b) The Criminal Justice Standards and Training Commission 6 shall require by rule that all law enforcement officers receive 7 instruction on the policies and procedures for administering a 8 lethality assessment as part of basic recruit training or as 9 part of the required instruction for continued employment. A law 10 enforcement officer may not administer a lethality assessment to 11 a victim if the officer has not received training on 12 administering a lethality assessment. All of the following 13 requirements for training on administering a lethality 14 assessment must be met by October 1, 2026: 15 1. Commission-approved basic recruit training programs 16 required by s. 943.13(9) and continuing training or education 17 required by s. 943.135 must incorporate the training required by 18 this subsection. 19 2. All law enforcement officers must successfully complete 20 the training required by this subsection, including officers who 21 received an exemption from completing the commission-approved 22 basic recruit training program under s. 943.131, as part of 23 their basic recruit training or the continued training or 24 education required under s. 943.135(1), as applicable. An 25 officer’s employing agency must place the officer’s 26 certification on inactive status if the officer fails to 27 complete the training required under this subsection. The 28 officer’s certification will remain inactive until the officer 29 completes the training and the officer’s employing agency 30 notifies the commission that he or she has completed the 31 training. 32 33 ================= T I T L E A M E N D M E N T ================ 34 And the title is amended as follows: 35 Delete lines 22 - 27 36 and insert: 37 to the Legislature by a specified date; requiring the 38 Criminal Justice Standards and Training Commission to 39 require by rule that law enforcement officers receive 40 instruction on the policies and procedures for 41 administering a lethality assessment as part of basic 42 recruit training or required instruction for continued 43 employment; prohibiting a law enforcement officer from 44 administering a lethality assessment if he or she has 45 not received specified training; requiring that basic 46 recruit training programs and continuing training or 47 education requirements incorporate such training, and 48 that all law enforcement officers successfully 49 complete such training, by a specified date; requiring 50 law enforcement agencies to place officers’ 51 certification on inactive status if they fail to 52 timely complete the required training; providing that 53 such officers’ certification remains inactive until 54 they complete the training and their employing agency 55 notifies the commission of such completion; requiring 56 law
