An applicant who is rated highly effective, pursuant to 6 s. 1012.34, in at least 4 years of the 5-year validity period of 7 his or her professional certificate is eligible for a 8 professional certificate valid for 10 years. An applicant must 9 be issued at least one 5-year professional certificate to be 10 eligible for a 10-year professional certificate. An applicant 11 who does not meet the requirement of this subparagraph is 12 eligible only to renew his or her 5-year professional 13 certificate. 14 2. An applicant who is rated effective or highly effective, 15 pursuant to s. 1012.34, for the entirety of the 10-year validity 16 period of his or her professional certificate is eligible to 17 renew a professional certificate valid for 10 years. An 18 applicant issued a 10-year professional certificate who does not 19 meet the requirement of this subparagraph is eligible only for 20 renewal of a professional certificate valid for 5 years. 21 (b) A teacher with national certification from the National 22 Board for Professional Teaching Standards is deemed to meet 23 state renewal requirements for the life of the teacher’s 24 national certificate in the subject shown on the national 25 certificate. A complete renewal application and fee shall be 26 submitted. The Commissioner of Education shall notify teachers 27 of the renewal application and fee requirements. 28 (c) If the renewal application form is not received by the 29 department or by the employing school district before the 30 expiration of the professional certificate, the application 31 form, application fee, and a late fee must be submitted before 32 July 1 of the year following expiration of the certificate in 33 order to renew the professional certificate. 34 (d) The State Board of Education shall adopt rules to allow 35 a 1-year extension of the validity period of a professional 36 certificate in the event of serious illness, injury, or other 37 extraordinary extenuating circumstances of the applicant. The 38 department shall grant such 1-year extension upon written 39 request by the applicant or by the district school 40 superintendent or the governing authority of a university lab 41 school, state-supported school, or private school that employs 42 the applicant. 43 (e) The State Board of Education must adopt rules that 44 provide a process for transition from a 5-year to a 10-year 45 professional certificate or for renewal of a 10-year 46 professional certificate if student performance results are not 47 available to complete a performance evaluation in time to apply 48 for or renew the 10-year professional certificate. Such rules 49 must authorize a school district or the department, as 50 applicable, to provide an extension to the validity period of 51 the professional certificate or to convert a 5-year to a 10-year 52 professional certificate once an evaluation is completed. 53 (3) For the renewal of a professional certificate, the 54 following requirements must be met: 55 (a) The applicant must: 56 1. Earn a minimum of 6 college credits or 120 inservice 57 points or a combination thereof for a certificate valid for 5 58 years. The district school board may reduce the requirements by 59 1 college credit or 20 inservice points for an applicant rated 60 highly effective, pursuant to s. 1012.34, in at least 3 of the 5 61 years of the 5-year validity period of his or her initial 62 professional certificate. 63 2. Earn a minimum of 9 college credits or 180 inservice 64 points or a combination thereof for a professional certificate 65 valid for 10 years. A minimum of 6 college credits or 90 66 inservice points or a combination thereof must be earned within 67 the first 5 years of a professional certificate valid for 10 68 years. 69 70 ====== D I R E C T O R Y C L A U S E A M E N D M E N T ====== 71 And the directory clause is amended as follows: 72 Delete lines 1087 - 1088 73 and insert: 74 Section 18.
