       The Committee on Fiscal Policy (DiCeglie) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 238
    4  and insert:
    5         Section 6. Effective July 1, 2025, subsection (11) is added
    6  to section 320.03, Florida Statutes, to read:
    7         320.03 Registration; duties of tax collectors;
    8  International Registration Plan.—
    9         (11)(a)In political subdivisions with a population of 1.9
   10  million or greater, pursuant to the 2020 census, upon petition
   11  by the agent in charge of a general lines agency licensed
   12  pursuant to chapter 626 and appointed to write motor vehicle
   13  insurance, the tax collector must appoint such agency as an
   14  agent for the tax collector for purposes of issuing registration
   15  certificates, registration license plates, validation stickers,
   16  and mobile home stickers to applicants, excluding issuance of
   17  registration or trip permits pursuant to s. 320.0715.
   18         (b)A general lines agency appointed as an agent for a tax
   19  collector under this subsection:
   20         1.Must provide a performance bond of $2 million to the
   21  department;
   22         2.Must provide audited financial statements, from a
   23  certified public accountant licensed to practice in this state,
   24  for each of the previous 2 years demonstrating that the agency
   25  has produced policy premiums in excess of $500 million in each
   26  of the previous 2 years;
   27         3.May not offer such services at more than five locations
   28  in each county where the agency has a branch office;
   29         4.Is subject to all provisions of law as though such agent
   30  is a private tag agency or agent, except where the context
   31  clearly indicates otherwise.
   32         (c)The department may adopt rules to administer this
   33  subsection, including, but not limited to, rules establishing
   34  information that must be contained in a petition to offer
   35  services under this subsection and information that must be
   36  contained in the audited financial statements and enforcement
   37  authority for noncompliance.
   38         Section 7. Except as otherwise expressly provided in this
   39  act, this act shall take effect July 1, 2024.

   43         Delete line 37
   44  and insert:
   45         amending s. 320.03, F.S.; requiring tax collectors in
   46         specified political subdivisions to appoint a general
   47         lines agency as an agent for the tax collector for
   48         certain purposes upon petition by the agent in charge
   49         of the general lines agency; providing requirements
   50         for a general lines agency appointed as an agent for a
   51         tax collector; authorizing the department to adopt
   52         rules to administer this section; providing effective
   53         dates.
