House Comm: RCS . 02/23/2024 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (Collins) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 37 - 74 4 and insert: 5 must include in-person instruction for initial certification and 6 online instruction for continued employment training in the 7 techniques and procedures described in this subsection: 8 (a) The nature and manifestation of autism spectrum 9 disorders. 10 (b) Appropriate techniques for interviewing or 11 interrogating an individual with autism spectrum disorder, 12 including techniques to ensure the legality of statements made 13 by the individual and techniques used to protect the rights of 14 the individual. 15 (c) Techniques for locating an individual with autism 16 spectrum disorder who runs away and is in danger and for 17 returning that individual while causing as little stress as 18 possible to the individual. 19 (d) Techniques for recognizing the agency of an individual 20 with autism spectrum disorder while identifying potential 21 abusive or coercive situations. 22 (e) Techniques for deescalating a potentially dangerous 23 situation to maximize the safety of both the officer and the 24 individual with autism spectrum disorder. 25 (f) Techniques for differentiating an individual with 26 autism spectrum disorder from an individual who is belligerent, 27 uncooperative, or otherwise displaying traits similar to the 28 characteristics of an individual with autism spectrum disorder 29 and understanding the law as it relates to the use of the Baker 30 Act against an individual with autism spectrum disorder. 31 (g) Procedures to identify and address challenges related 32 to the safety and well-being of individuals with autism spectrum 33 disorder in a correctional facility. 34 (h) The impact of interaction with officers on individuals 35 with autism spectrum disorder. 36 (4) All recruits must receive the employment training 37 component relating to individuals with autism spectrum disorder. 38 Such training component may be taught as part of other relevant 39 components of the training. 40 (5) The commission shall by rule require that each officer 41 receive instruction in the techniques and procedures described 42 in subsection (3) as part of basic recruit training or as part 43 of the required instruction for continued employment or 44 appointment as an officer. 45 (a) By July 1, 2026, each basic skills course required for 46 a law enforcement, correctional, and correctional probation 47 officer to obtain initial certification, as required under s. 48 943.13(9), must incorporate such training. 49 (b) By July 1, 2028, each law enforcement, correctional, 50 and correctional probation officer must successfully complete 51 such training as required under s. 943.131(4)(a), or as part of 52 continued training or education required under s. 943.135(1). If 53 an officer fails to complete the training required under this 54 subsection, his or her certification must be placed on inactive 55 status until the officer’s employing agency notifies the 56 commission that he or she has completed the training. 57 58 ================= T I T L E A M E N D M E N T ================ 59 And the title is amended as follows: 60 Delete lines 8 - 9 61 and insert: 62 Training Commission to adopt specified rules requiring 63 such training as part of basic recruit training or as 64 part of the required instruction for continued 65 employment or appointment as
