House Comm: RCS . 02/16/2024 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (Burgess) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 607 - 612 4 and insert: 5 (3) Make sample student editions of instructional materials 6 on the commissioner’s list of state-adopted instructional 7 materials electronically available, at a discount below 8 publisher cost, for use by teacher preparation programs and by 9 educator preparation institutes as defined in ss. 1004.04 and 10 1004.85(1), respectively, for each adoption cycle, to enable 11 educators to practice teaching with currently adopted 12 instructional materials aligned to state academic standards. 13 (a) Teacher preparation programs and educator preparation 14 institutes that use samples to practice teaching shall provide 15 reasonable safeguards against the unauthorized use, 16 reproduction, and distribution of the sample copies of 17 instructional materials. 18 (b) Notwithstanding s. 1006.38(5), publishers may make 19 sample student editions of adopted instructional materials 20 available at a discounted price to teacher preparation programs 21 and educator preparation institutes for the instructional 22 purpose of educators practicing with current materials. 23 24 ================= T I T L E A M E N D M E N T ================ 25 And the title is amended as follows: 26 Delete lines 53 - 56 27 and insert: 28 or their representatives to make sample student 29 editions of specified instructional materials 30 available electronically for use by certain programs 31 and institutes for a specified purpose; requiring 32 teacher preparation programs and educator preparation 33 institutes that use sample student editions to meet 34 certain requirements; authorizing publishers to make 35 available at a discounted price sample student 36 editions of specified instructional materials to 37 certain programs; amending s. 1007.25, F.S.; creating
