Florida Senate - 2025 CS for SB 1024 By the Committee on Transportation; and Senator Burgess 596-02597-25 20251024c1 1 A bill to be entitled 2 An act relating to specialty license plates; amending 3 s. 320.08058, F.S.; directing the Department of 4 Highway Safety and Motor Vehicles to develop a United 5 States Naval Academy license plate and a United States 6 Military Academy license plate; providing for 7 distribution and use of fees collected from the sale 8 of the plates; providing an effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. Subsections (136) and (137) are added to section 13 320.08058, Florida Statutes, to read: 14 320.08058 Specialty license plates.— 15 (136) UNITED STATES NAVAL ACADEMY LICENSE PLATES.— 16 (a) The department shall develop a United States Naval 17 Academy license plate as provided in this section and s. 18 320.08053. The plate must bear the colors and design approved by 19 the department. The word “Florida” must appear at the top of the 20 plate, and the words “Go Navy, Beat Army!” must appear at the 21 bottom of the plate. 22 (b) The annual use fees from the sale of the plate shall be 23 distributed to the Blue Angels Foundation, Inc., which may use 24 up to 10 percent of the fees for administrative costs related to 25 the promotion and marketing of the plate. The balance of the 26 fees must be used by the Blue Angels Foundation, Inc., to 27 provide funding to wounded veterans for critical services, with 28 a focus on transitional housing, posttraumatic stress disorder 29 treatment, and suicide prevention. 30 (137) UNITED STATES MILITARY ACADEMY LICENSE PLATES.— 31 (a) The department shall develop a United States Military 32 Academy license plate as provided in this section and s. 33 320.08053. The plate must bear the colors and design approved by 34 the department. The word “Florida” must appear at the top of the 35 plate, and the words “Go Army, Beat Navy!” must appear at the 36 bottom of the plate. 37 (b) The annual use fees from the sale of the plate must be 38 distributed to the Home Base Florida Foundation, which may use 39 up to 10 percent of the fees for administrative costs related to 40 promotion and marketing of the plate. The balance of the fees 41 must be used by the Home Base Florida Foundation to assist in 42 world-class clinical care, wellness, education, and research for 43 veterans, service members, and their family members who need 44 more complex care. 45 Section 2. This act shall take effect October 1, 2025.
